The
Technical Study Programme of the Look East Policy was launched
in 1982 with the objective of providing opportunities for
Malaysian students to pursue Diploma in Engineering at
National College of Technology (NCT)
Japan
.
Then in 1992, a Preparatory Education Centre was set up at UTM
Kuala Lumpur campus. After completing a two‑year
preparatory education at UTM and having passed the examination
by Monbusho the students would pursue a three‑year
diploma engineering courses in
Japan
.
The annual intake of students was 100.
Due
to the economic slowdown in 1999, this programme was ceased
temporarily but was resumed the following year with 50
students. The decrease in the number of students was because
of the shortage of teachers and hence changes have been made
in the study programme in which students were required to
attend the first year of the preparatory course at UTM and the
second year at International Student Institute in
Tokyo
.
However in 2001 and 2002 respectively the number of students
increased slightly to 60 and 70 as more teachers were
recruited. Subsequently the annual intake of students will be
increased to 100 from the year 2003 onwards.
The
study programme was formulated to assist students to attain
the required level and skills in Japanese Language and also to
provide strong fundamental knowledge in Science and
Mathematics so that they will be able to cope with the third
year curriculum of the NCT. The preparatory curriculum was
designed to meet the requirements set by Monbusho for
admission into NCT.
The
evaluations of student performance and competency during the
course are based on daily test, weekly test and semester
examination for Japanese Language. Whereas for Mathematics,
Physics, Chemistry and English Language, the evaluations are
based on course work and semester examination. The passing
mark for all subjects is 50%.
In
addition to academic studies, the students are also encouraged
to participate in various activities held by
Japan
Cultural
Center
and also by the Japanese Community Club in
Kuala
Lumpur
in order to familiarize the students to the Japanese
culture and customs. These activities are Japan Festival
Ikebana class, Origami class, Bon Odori Celebration, Japanese
Dance class, Film Shows and hosting visiting students from
Japan
.
This Center also provides the Japanese Language classes for
UTM students, translation and interpreter services.
For
future plan, hopefully a twinning programme will be
implemented to provide opportunity for UTM diploma graduates
to pursue engineering degree courses at universities in
Japan
.
